Facts

The OCHA Operational Coordination Workshop, hosted in Luxembourg, brought together 37 humanitarian leaders for a focused exchange on strengthening coordination in complex emergency contexts. Luxembourg, through emergency.lu, provided full logistical support, including training facilities, accommodation, and overall coordination, ensuring a productive environment for collaboration and learning.

Facilitated by OCHA, the workshop centered on enhancing coordination effectiveness at the subnational level, with a strong emphasis on making OCHA “fit for purpose” in increasingly complex and decentralized crisis settings. Participants explored the evolving coordination landscape, including how to prepare for and respond to emergencies while ensuring coherent, timely, and inclusive action.

Key sessions addressed engagement with a wide range of actors—governmental, humanitarian, and other stakeholders—highlighting the importance of collaboration and adaptability in the field. Through discussions and practical exchanges, participants shared experiences and identified ways to strengthen operational coordination and collective response efforts.

The aim of the workshop is to enhance leadership and coordination practices, ensuring that humanitarian actors can work more effectively together to meet the needs of affected populations in dynamic crisis environments.
