The ETC Operations Course, hosted in Luxembourg, brought together 16 participants for an intensive ten-day training focused on strengthening operational capacity in emergency telecommunications. Luxembourg ensured comprehensive hosting support through facilities, accommodation, and coordination, creating a structured and collaborative learning environment.
Designed for experienced humanitarian professionals, the course develops the knowledge, skills, and attitudes required to contribute effectively to Emergency Telecommunications Cluster (ETC) operations and inter-agency ICT responses. Participants explore the full lifecycle of ETC deployments, from preparedness and assessment to implementation, coordination, and handover.
The training combines technical knowledge with operational and leadership competencies, including team coordination, information management, risk assessment, and engagement with partners and affected populations. Through practical exercises and case-based learning, participants gain a deeper understanding of how ICT services enable effective humanitarian action in complex emergency settings.
The aim of the course is to equip responders with the expertise needed to support and sustain ETC operations on the ground, ensuring reliable communication services that underpin coordinated and effective emergency response efforts.
