Benin Ebola Crisis – Support to THW

Facts

During the West Africa Ebola outbreak in 2014, the international community mobilised rapidly to contain one of the most severe public health crises in recent history. While the epidemic primarily affected Guinea, Liberia, and Sierra Leone, neighbouring countries—including Benin—prepared for potential outbreaks by strengthening their response capacity and establishing Ebola Treatment Centres (ETCs).

In this context, Luxembourg deployed emergency.lu experts alongside the German Federal Agency for Technical Relief (THW) to support the set-up of a treatment centre in Benin. The joint deployment combined THW’s expertise in large-scale logistical and infrastructure operations with Luxembourg’s capabilities in communications and technical support.

The establishment of an Ebola Treatment Centre is a complex and highly structured operation, requiring careful planning to ensure both effective patient care and strict infection prevention and control. Facilities are typically divided into clearly segregated zones—low-risk and high-risk areas—with controlled movement pathways to prevent contamination. The setup includes patient wards, isolation units, triage areas, laboratories, sanitation systems, and staff support facilities. Equally critical are reliable utilities, including water supply, power generation, waste management systems, and communications.

Working alongside THW teams responsible for constructing and equipping the facility, Luxembourg experts contributed to ensuring the operational readiness of the site. This included supporting technical installations, coordinating system integration, and helping create the conditions necessary for safe and continuous operation under emergency health protocols.

In such environments, communications infrastructure plays a key role. Effective response depends on real-time coordination between medical teams, logistics units, national authorities, and international partners. Even when not deploying a full emergency.lu communications package, the expertise provided by Luxembourg specialists helped ensure that systems were functional, reliable, and adapted to the operational needs of a high-risk health emergency.

The collaboration with THW highlighted the importance of interoperability between technical response teams, where engineering, logistics, medical, and communications components must function as a single system. The rapid deployment and setup of the treatment centre contributed to Benin’s preparedness to detect and respond to potential Ebola cases, strengthening regional resilience against the spread of the epidemic.

This operation demonstrated emergency.lu’s versatility beyond traditional connectivity deployments, showcasing its role in supporting broader emergency response infrastructures, particularly in health crises where coordination, reliability, and speed are critical.
