Facts

In the context of the humanitarian response to the crisis in Ukraine, Luxembourg contributed to strengthening emergency telecommunications capacity through targeted pre‑positioning of equipment and technical training, in support of the Emergency Telecommunications Cluster (ETC).

Luxembourg facilitated the shipment of several satellite communication terminals, including GATR and Ranger systems, to Rzeszów, Poland, a key logistics hub for international assistance to Ukraine. These assets were strategically pre‑positioned to enable rapid deployment into Ukraine as operational needs evolved, ensuring that humanitarian actors could rely on resilient communication infrastructure in a highly challenging environment.

In addition to the provision of equipment, Luxembourg supported capacity building efforts by training ETC personnel in the deployment, operation and maintenance of these terminals. This ensured that teams on the ground were fully equipped to establish and manage secure and reliable connectivity in support of humanitarian coordination and operations inside Ukraine.

By combining forward logistics positioning with hands‑on technical training, Luxembourg contributed to enhancing the readiness and effectiveness of emergency telecommunications services. This support enabled faster response times and improved coordination among humanitarian actors operating in Ukraine.

This intervention highlights Luxembourg’s role in delivering specialized, high‑impact support in crisis contexts, reinforcing critical enabling services that underpin effective humanitarian action.
