Commissioner Hadja Lahbib Visits Luxembourg to Strengthen EU Crisis Response Cooperation

19/05/2026

European Commissioner for Preparedness and Crisis Management, Hadja Lahbib, visited Luxembourg last week, providing an important opportunity to reaffirm the close and longstanding collaboration between Luxembourg and the European Commission in the field of crisis response and humanitarian action.

The visit brought together key stakeholders and operational partners to showcase Luxembourg’s unique contribution to European emergency response, notably through emergency.lu, the country’s satellite-based emergency telecommunications platform and integrated crisis response capability.

Showcasing a Strong Operational Ecosystem

As part of the programme, the Commissioner was introduced to the operational backbone that supports Luxembourg’s international crisis engagement. Visits to SES and Luxembourg Air Rescue (LAR) highlighted how public and private actors work in close coordination to deliver rapid, reliable, and scalable support in emergency contexts.

From restoring connectivity in disaster zones to enabling medical evacuations and deploying critical equipment, this integrated ecosystem allows Luxembourg to respond quickly and effectively to crises worldwide.

emergency.lu: A Key Pillar of European Solidarity

Through the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade, and its operational arm emergency.lu, Luxembourg plays a concrete role in strengthening European solidarity.

While widely recognized for its satellite communications and ICT services, emergency.lu delivers a broader range of operational support. This includes the deployment of humanitarian stockpiles, the facilitation of medical evacuations, and the rapid deployment of expert teams and equipment in support of EU and international partners.

These capabilities position Luxembourg as a reliable and flexible contributor to the European Union’s collective crisis response capacity.

Ministerial Discussions on Shared Priorities

Alongside the operational visits, Luxembourg’s Minister held in-depth discussions with Commissioner Lahbib on the evolving humanitarian landscape and shared priorities for the European Union.

In a context marked by increasingly complex and protracted crises, the exchanges covered several key areas:

  • Protecting civilians and ensuring access to aid, particularly in environments where humanitarian access is increasingly constrained
  • Upholding international humanitarian law, amid a worrying rise in attacks against aid workers and humanitarian infrastructure
  • Maintaining strong European leadership in humanitarian action, ensuring the EU remains a principled and effective global actor
  • Further strengthening operational capacities, including continued investment in tools such as emergency.lu

These discussions underlined the importance of coordinated European action and the need to adapt capabilities to meet rising and evolving humanitarian needs.

Looking Ahead

As global humanitarian demands continue to grow, Luxembourg remains committed to investing in practical, forward-looking solutions that enhance preparedness and response. Strengthening cooperation with European partners will remain central to ensuring effective, timely, and principled crisis management.
