The OCHA Humanitarian Programme Cycle (HPC) 2025 Workshop, hosted in Luxembourg, brought together 40 humanitarian leaders for a five-day strategic dialogue on the future of humanitarian planning and coordination. Luxembourg, through emergency.lu, provided comprehensive logistical support, including facilities, accommodation, and overall coordination, ensuring a conducive environment for high-level discussions.

Facilitated by OCHA, the workshop focused on shaping the evolution of the Humanitarian Programme Cycle ahead of 2025. Participants engaged in in-depth exchanges on how to adapt planning frameworks, coordination mechanisms, and response tools to better address increasingly complex and protracted crises.

Through interactive sessions, participants explored lessons learned from recent operations and identified opportunities to strengthen needs assessment, prioritization, resource allocation, and accountability within the HPC framework. The workshop fostered collaboration across organizations, encouraging a shared vision for more effective, inclusive, and adaptive humanitarian action.

The aim of the workshop is to contribute to the evolution of the Humanitarian Programme Cycle by aligning global expertise and ensuring that future frameworks are better equipped to respond to emerging challenges in humanitarian operations.
