First deployment of emergency.lu upon request by UNHCR in Venezuela!

14 December 2012: Simon and Brice from the Luxembourg Civil Protection confirm that the emergency.lu regular deployment kit is online in Guasdualito (Apure State), close to the Columbian border.

In Guasdualito, UNHCR runs a field office and works with the local authorities and NGOs to receive and process refugee claims and to render protection and humanitarian assistance to thousands of Columbians fleeing their country and crossing the border towards Venezuela.

Emergency.lu constitutes a primary source of connectivity to the UNHCR field office and can be shared with other humanitarian actors on site.

emergency.lu is online in Nepal!

21 November 2012

An emergency.lu regular deployment kit was set up in Nepal by a joint team from the Luxembourg Civil Protection and the German THW. The deployment to this highly disaster-prone country was requested by WFP, as lead of the Emergency Telecommunications Cluster. The equipment will also serve as contingency stock that can be rapidly dispatched within Nepal, or in the region, in case of a disaster.

The emergency.lu rapid deployment kit exhibited in the Garden of WFP Headquarters in Rome during the second regular session of WFP's Executive Board, from 12-14 November 2012. Ertharin Cousin, WFP Executive Director witnessed the emergency.lu telecommunications platform and appreciated the support of the solution to ongoing operations in South Sudan and Mali. She is looking forward to a reinforced strategic partnership with Luxembourg. Mrs Ertharin Cousin warmly welcomed Mrs Janine Finck, Luxembourg's new Permanent Representative to the UN in Rome.

The emergency.lu rapid deployment kit was also presented to all cluster members during the ETC plenary session, held in Rome (8-9 November 2012). WFP is the lead agency of the Emergency Telecommunications Cluster.

On 30 October, a Swiss Delegation travelled to Luxembourg, mainly to learn more about emergency.lu. After a meeting at the Ministry for Development Cooperation, the delegation visited the premises of Luxembourg Air Ambulance and the SES headquarters in Betzdorf, where they received a live demonstration of the rapid response solution performed by HITEC Luxembourg, SES and the Luxembourg Civil Protection.

emergency.lu, the global multi-layer telecommunication platform will be exhibited at the DIHAD 2012, the Dubai International Humanitarian Aid & Development Exhibition in Conference in Dubai, UAE. This major event will take place from 1-3 April, 2012 at the Dubai International Convention and Exhibition Centre.
The emergency.lu platform, initiated as a PPP by the Luxembourg Ministry of Foreign Affairs together with HITEC Luxembourg, SES TechCom and Luxembourg Air Ambulance, is designed to help the humanitarian and civil protection community in the field to (re-)establish telecommunication services for effective communication and coordination of first responders. The platform provides satellite infrastructure and satellite capacity, communication terminals, and rapid deployment logistics in response to natural disasters or man-made crises.

emergency.lu was present at the Microsoft Worldwide Public Safety Symposium which took place from 13-15 March, 2012 in Redmond, WA. In the frame of the symposium, the rapid deployment solution for disaster response has been exhibited at booth N° 2.

Furthermore, a specific presentation has been made on the impact of cloud technologies in Public Safety and a keynote from Marc Bichler from the Luxembourg Ministry of Foreign Affairs presenting the status of the emergency.lu and EPIC projects.

Upon invitation of Mrs. Marie-Josée Jacobs, Minister for Development Cooperation and Humanitarian Aid, and Mr. Robert Goebbels, Member of the European Parliament, emergency.lu was exhibited at the European Parliament in Strasbourg from 14-16 February, 2012. The exhibition was opened in the presence of Minister Marie-Josée Jacobs, numerous members of the European Parliament and of Mr. Jacques Santer, Honorary Prime Minister.

In the presence of officials from the UN and member states, Luxembourg’s Minister for Development Cooperation and Humanitarian Affairs, Marie-Josée Jacobs, officially launched emergency.lu, in New York, on 7 December 2011.

emergency.lu is a global multi-layer telecommunication platform. It was designed to help the humanitarian and civil protection community in the field to (re-)establish telecommunication services for effective communication and coordination of first responders. The platform provides satellite infrastructure and satellite capacity, communication terminals, and rapid deployment logistics in response to natural disasters or man-made crises.

emergency.lu was initiated as a public-private partnership by the Ministry of Foreign Affairs of Luxembourg together with HITEC Luxembourg, SES TechCom and Luxembourg Air Ambulance. It was developed in close collaboration with the World Food Programme in support of its role as the Emergency Telecommunications Cluster lead. It has been coordinated with major relevant international organisations, i.a. ITU, UNOCHA and the European Union, as well as with actors from civil society and the private sector, including Ericsson Response and Skype.

emergency.lu is intended to serve as a global public good. Its first deployment will be launched in Mogadishu, Somalia by the end of 2011. Additional deployments are scheduled for early 2012 in the Republic of South Sudan.

The recent visit of the Madame la Ministre Jacobs and Monsieur le Ministre Frieden in Senegal was the opportunity to make a full-scale test deployment of the emergency.lu platform. The presentation was attended by many international humanitarian actors. The exercise was organised to validate the relevance and effectiveness of the satellite communications device developed by the Ministry and the company HITEC Luxembourg, SES Astra TechCom which rapid deployment is provided by Luxembourg Air Ambulance.

Taking the opportunity of her visit to Luxembourg, the European Commissioner in charge of International Cooperation, Humanitarian Assistance and Crisis Management, Kristaline Georgieva was received by the Minister for Cooperation and Humanitarian Action Marie-Josée Jacobs. Kristalina Georgieva assisted then to a presentation of the emergency.lu platform in Betzdorf. As she said during the joint press conference with Minister Jacobs, the Commissioner was impressed by this device it sees as a "major project" called to "render important services to the community humanitarian. "Indeed, emergency.lu will soon coordinate the efforts of humanitarian actors, which is a vital coordination of humanitarian disasters.

The sixth edition of the Luxembourg Cooperation Conference was held from 14-16 September 2011, with the presence and active participation of many actors of cooperation: MPs, members of the Committee on Foreign Affairs of the House of Representatives, Ambassadors of Luxembourg to the international institutions responsible for co-operation Directorate and the offices of the Luxembourg Cooperation in developing countries, responsible for the implementing agency Lux-Development, and representatives of partner countries and development NGOs Luxembourg.

The Minister for Development Cooperation and Humanitarian Action, Marie-Josée Jacobs, and Executive Director of WFP, Josette Sheeran, have signed a Strategic Partnership Agreement relating to humanitarian and multilateral contributions the Government of Luxembourg for a total of 30.8 million euros for the years 2012 to 2015.

The Luxembourg Government entered into an agreement with a Joint Undertaking (JU) between HITEC Luxembourg S.A. and SES Astra TechCom S.A. to supply at a global level - in partnership with Ducair-Luxembourg Air Ambulance S.A. - a rapid response solution for disaster relief and humanitarian missions by year end 2011.
